Allegations of Research Misconduct Policy

1. General Policy

Jurnal Pijar MIPA is committed to maintaining the highest standards of academic integrity, transparency, accountability, and ethical conduct in scientific publishing. The journal takes all allegations of research misconduct seriously and ensures that suspected violations are addressed fairly, objectively, confidentially, and consistently.

This policy establishes procedures for identifying, reporting, investigating, and resolving allegations of research misconduct involving submitted or published manuscripts.

Jurnal Pijar MIPA follows the principles and recommendations of the Committee on Publication Ethics (COPE), including relevant guidelines and flowcharts for handling suspected research and publication misconduct.

All individuals involved in the publication process, including authors, editors, reviewers, and journal staff, are expected to uphold internationally recognized standards of research integrity and publication ethics.

2. Definition and Types of Research Misconduct

Research misconduct refers to practices that compromise the integrity, reliability, transparency, or ethical conduct of scientific research and publication.

Allegations of misconduct may include, but are not limited to:

a. Data Fabrication

Inventing or generating fictitious research data, experimental observations, statistical results, or scientific findings and presenting them as authentic research outcomes.

b. Data Falsification

Manipulating research materials, equipment, procedures, datasets, images, or analytical results in ways that misrepresent the actual research findings.

c. Plagiarism

Using another person's ideas, words, research findings, figures, or intellectual contributions without appropriate acknowledgment or attribution.

d. Duplicate or Redundant Publication

Submitting or publishing substantially similar research findings in multiple journals without appropriate disclosure, justification, or cross-referencing.

e. Authorship Misconduct

Engaging in inappropriate authorship practices, including gift authorship, ghost authorship, unauthorized authorship changes, or the exclusion of individuals who have made substantial intellectual contributions.

f. Peer-Review Manipulation

Attempting to influence or manipulate the peer-review process through fraudulent reviewer identities, fabricated reviewer recommendations, undisclosed conflicts of interest, or other deceptive practices.

g. Unethical Research Practices

Conducting or reporting research without necessary ethical approval, participant consent, or compliance with applicable institutional and legal requirements.

h. Misuse of Artificial Intelligence

Using generative AI technologies to fabricate or falsify research data, manipulate scientific images, generate fictitious references, or produce misleading scientific findings.

i. Citation Manipulation

Intentionally manipulating references or citations to artificially increase citation counts or influence journal, author, or institutional metrics.

j. Undisclosed Conflicts of Interest

Failure to disclose significant financial, personal, professional, or institutional interests that could influence research findings or publication decisions.

Honest errors, legitimate scientific disagreements, and differences in scholarly interpretation do not automatically constitute research misconduct.

3. Reporting Allegations of Research Misconduct

Jurnal Pijar MIPA encourages authors, reviewers, editors, readers, research institutions, and other stakeholders to report suspected research misconduct.

Allegations should be submitted in writing to the journal's editorial office or Editor-in-Chief through the official journal communication channels.

Reports should include, whenever possible:

  1. The title, authors, DOI, or other identifying information of the manuscript or published article.

  2. A clear description of the suspected misconduct.

  3. Relevant supporting evidence, documentation, or references.

  4. Contact information for further clarification, when available.

Anonymous allegations may be considered when sufficient credible evidence is provided.

All allegations will be assessed objectively, regardless of the identity, affiliation, or professional status of the individuals involved.

4. Preliminary Assessment

Upon receiving an allegation of research misconduct, the Editor-in-Chief or an authorized independent editor will conduct a preliminary assessment to determine whether the concern requires further investigation.

The preliminary assessment may include:

  • Reviewing the reported allegations and available supporting evidence.

  • Examining relevant manuscript content, research data, images, references, or publication records.

  • Evaluating the credibility and relevance of the information provided.

  • Identifying potential conflicts of interest among individuals responsible for assessing the allegation.

  • Determining whether the matter requires clarification, additional expert assessment, or referral to the relevant research institution.

Allegations that are clearly unsupported may be closed after appropriate assessment and documentation.

When credible concerns are identified, the editorial board will initiate further examination in accordance with relevant COPE guidelines.

5. Investigation Procedures

Jurnal Pijar MIPA follows a structured and impartial procedure for addressing suspected research misconduct.

Step 1: Initial Evaluation

The editorial board reviews the available evidence and determines the nature and seriousness of the suspected violation.

Step 2: Author Notification

The corresponding author and, when appropriate, other relevant authors will be informed of the allegations and given a reasonable opportunity to provide written explanations or supporting documentation.

Step 3: Evidence Verification

The editorial board may request original datasets, research instruments, ethical approval documents, laboratory records, statistical outputs, or other relevant evidence to verify the reliability of the research.

Step 4: Independent Assessment

When necessary, independent experts, additional reviewers, or research integrity specialists may be consulted to evaluate the concerns.

Step 5: Institutional Coordination

For serious allegations requiring formal investigation, the journal may contact the relevant university, research institution, ethics committee, or funding organization.

Step 6: Editorial Decision

The Editor-in-Chief or an independent editor without a conflict of interest will determine appropriate editorial actions based on the available evidence and relevant institutional findings.

All investigations will be conducted with due consideration for confidentiality, fairness, proportionality, and the rights of the individuals involved.

6. Allegations Involving Submitted Manuscripts

When suspected research misconduct is identified before publication, Jurnal Pijar MIPA may temporarily suspend the manuscript evaluation or publication process while the concerns are examined.

Depending on the findings, appropriate editorial actions may include:

  1. Requesting clarification or supporting documentation from the authors.

  2. Requiring corrections or substantial revisions.

  3. Assigning additional independent peer reviewers.

  4. Rejecting the manuscript when serious ethical violations or unreliable research findings are established.

  5. Referring significant allegations to the authors' affiliated institutions for further investigation.

The journal will not automatically consider allegations as proven misconduct without appropriate evaluation.

7. Allegations Involving Published Articles

Allegations concerning published articles will be evaluated to determine whether the scientific record requires correction, clarification, or other editorial action.

Depending on the findings, Jurnal Pijar MIPA may take the following actions:

a. Correction

A formal correction may be published when errors affect the accuracy or presentation of an article but do not invalidate its principal findings or conclusions.

b. Expression of Concern

An Expression of Concern may be issued when serious questions remain unresolved and the reliability or ethical integrity of a published article is uncertain.

c. Retraction

An article may be retracted when reliable evidence demonstrates that its findings are seriously unreliable or that substantial publication ethics violations have occurred.

d. Institutional Notification

Relevant institutions or research organizations may be informed when formal investigation or additional corrective action is necessary.

All post-publication actions will follow the journal's Correction and Retraction Policy and relevant COPE recommendations.

8. Responsibilities of Authors

Authors are responsible for ensuring the originality, authenticity, accuracy, and ethical integrity of their research.

Authors must:

  • Report research data and findings accurately and transparently.

  • Maintain appropriate records of original research data.

  • Provide relevant documentation when requested during an investigation.

  • Disclose potential conflicts of interest.

  • Cooperate with editorial inquiries and institutional investigations.

  • Promptly report significant errors or ethical concerns identified after publication.

Failure to cooperate with reasonable requests for clarification may affect editorial decisions but will not, by itself, establish that misconduct occurred.

9. Responsibilities of Editors and Reviewers

Editors and reviewers must report credible concerns regarding research integrity or publication ethics identified during the manuscript evaluation process.

Editors are responsible for handling allegations objectively and ensuring that appropriate procedures are followed.

Reviewers must maintain manuscript confidentiality and provide evidence-based assessments without personal bias or conflicts of interest.

Editors or reviewers who have potential conflicts of interest concerning an allegation must disclose them and withdraw from the relevant assessment or decision-making process when necessary.

Allegations involving the Editor-in-Chief will be handled by an independent editor or an appropriately authorized representative of the publisher.

10. Confidentiality and Protection of Reporting Parties

Jurnal Pijar MIPA is committed to maintaining confidentiality throughout the assessment and investigation of research misconduct allegations.

The identities of complainants, authors, reviewers, and other involved individuals will be protected to the extent reasonably possible and consistent with a fair investigation.

Individuals who report suspected misconduct in good faith must not be subjected to retaliation or unfair treatment.

Information related to ongoing investigations will be disclosed only to individuals or institutions with legitimate responsibilities in resolving the concerns.

11. Editorial Decisions and Follow-Up Actions

Following the completion of an editorial assessment or receipt of relevant institutional findings, Jurnal Pijar MIPA will determine appropriate actions based on the nature and severity of the identified problems.

Possible actions include:

  1. Closing allegations that are not supported by sufficient evidence.

  2. Requesting clarification, correction, or revision.

  3. Rejecting manuscripts affected by serious ethical violations.

  4. Publishing corrections or Expressions of Concern.

  5. Retracting articles whose findings are unreliable.

  6. Notifying relevant research institutions or funding organizations.

  7. Reviewing editorial and peer-review procedures to prevent similar problems.

Editorial actions must be proportionate to the evidence and directed toward protecting the reliability and integrity of the scholarly record.

All decisions will be documented appropriately, and affected parties will be informed of the outcomes when relevant.

12. Policy Review and Updates

Jurnal Pijar MIPA will periodically review and update this policy to ensure compliance with internationally recognized research integrity standards and developments in scholarly publishing ethics.

The journal is committed to preventing research misconduct, promoting responsible research practices, and preserving public trust in scientific publications.
